Our client in the healthcare industry is recruiting a Payroll & Compliance Lead

 Main Purpose of the Job

To manage all payroll activities, ensuring compliance with company policies and legal requirements, overseeing compensation and benefits (C&B) operations, and supporting HR budget processes. To maintain accurate payroll records and budget records, processing payments, and ensuring that all HR policies are up-to-date and effectively implemented.

 MAIN RESPONSIBILITIES 

1. Payroll Management

  • Lead the monthly payroll process, including leave and attendance, to ensure timely and accurate payments.
  • Audit and streamline the payroll process to identify inefficiencies, risks, and inaccuracies; lead improvement initiatives

2. Budget Process and Annual Salary Increase

  • Oversee the bonus payout and salary increase process in July.
  • Ensure that the annual HR budgets are updated accordingly for all Corporate departments and integrate any last-minute changes
  • Finalize the budget and bonus templates for the next fiscal year, ensuring proper integration with Finance.
  • Design high-level budget process guidelines, including Gantt charts and timeframes, for ExCo and BUs.

 3. Compensation and Benefits Operations 

  • Collect benchmark data on C&B, HR policies in healthcare, and define norms for company.
  • Define and document the pay and benefits entitlements for all roles in the company.
  • Create and recommend learning and development opportunities for career progressions.

 

  1. Compliance and HR Policy Management

 

  • Develop and/or update all existing HR policies and document the company HR Policy Manual (online repository).
  • Support the preparation for CHKS for payroll-related elements, including providing necessary evidence to auditors.
  • Ensure the process guidelines include BOT, RPTC templates, and REMCO/Board templates for review/approval.

 

  1. Data Management and Support
  • Clean up the current HR/Payroll folders on the Drive to ensure easy access to any payroll/budget documents past and present.

 

  1. Employee Relations
  • Handle employee relations issues such as conflict resolution, grievances, and disciplinary actions.
  • Promote and positive and inclusive work culture.

 

  1. Compliance
  • Ensure compliance with applicable laws in Mauritius.
  • Ensure compliance with the company’s regulations.
  • Ensure compliance with CHKS standards and/or ISO requirement, as applicable

 

  1. Payroll Metrics & Analytics
  • Responsible for payroll data and related dashboard reporting.
  • Implement the approved payroll dashboard using Business Intelligence (BI) tools.
  • Maintain the payroll dashboard, based on Sicorax extracts, meeting approvers' needs, and requiring no human intervention to avoid errors.
  • Implement the same payroll dashboard in other territories (Uganda and Madagascar).

 

  1. Project Management
  • Participate actively in team led projects – CHKS, Budget, Benefits renewals/RFPs, System maintenance, etc.
  • Ensure all projects are run within budget.

 

  1. Key Outcomes
  • Timeliness and accuracy of payroll processing.
  • Up-to-date and comprehensive HR Policies Manual.
  • Employee satisfaction with pay and benefits services.
  • Successful implementation of a revised payroll process and dashboard.
  • Accurate and timely HR budget updates and integration

Qualification & Experience:

  • Degree or postgraduate degree in relevant field (e.g. Accounting, Finance, Business Administration)
  • +5 years in relevant field in relevant field (e.g. HR, Accounting, Audit, Budgeting, Finance), at least 1 year payroll exposure

Key Competencies:

  • Proficiency in HRIS or payroll software.
  • Strong analytical and problem-solving skills.
  • Strong knowledge of employment terms and regulations
  • Ability to work independently and manage multiple tasks effectively.
  • Experience in the healthcare industry is a plus
  • Knowledge of payroll and compliance requirements are a plus
