Job Description

Job Purpose

We are seeking an experienced Finance Manager to oversee financial management, reporting, budgeting, and compliance, ideally within a public sector organisation or an institution involved in government-funded projects. The successful candidate will have strong financial and analytical capabilities, with an understanding of public sector financial procedures, governance, and accountability requirements.

Key Responsibilities

  • Oversee day-to-day financial operations, accounting activities, and financial reporting.
  • Prepare and monitor annual budgets, forecasts, cash flow projections, and expenditure reports.
  • Ensure accurate financial statements and compliance with applicable accounting standards, tax requirements, and relevant financial regulations.
  • Monitor project budgets, expenditure, and fund utilisation, particularly for government-funded programmes where applicable.
  • Establish and maintain effective financial controls, procedures, and risk management practices.
  • Support internal and external audits and ensure compliance with financial governance and reporting requirements.
  • Analyse financial performance, identify variances, and provide recommendations to management.
  • Liaise with auditors, banks, regulatory authorities, government institutions, and other relevant stakeholders.
  • Ensure appropriate financial documentation, procurement-related controls, and transparent use of funds.
  • Supervise and support the finance team, ensuring accuracy, efficiency, and adherence to established procedures.

Requirements

  • Degree in Finance, Accounting, or a related field; a professional qualification such as ACCA, CIMA, or an equivalent qualification would be an advantage.
  • Proven experience in financial management, accounting, budgeting, and reporting.
  • Strong knowledge of financial controls, budgeting, audit processes, and regulatory compliance.
  • Experience managing budgets and financial reporting within complex or highly regulated organisations.
  • Excellent analytical, organisational, leadership, and stakeholder management skills.
  • High levels of integrity, attention to detail, and accountability.

Preferred Profile

Preference will be given to candidates with previous experience in government institutions, statutory bodies, or public utilities, particularly organisations such as the Central Water Authority (CWA) or the Central Electricity Board (CEB).

Experience managing public funds, government-funded projects, institutional budgets, or public sector financial reporting will be a strong advantage.
