General Manager in Corporate Services

 

The Opportunity 

Reporting directly to the CEO, and a key member of the internal Leadership Team, the General Manager Corporate Services plays a critical role in assisting the recruiting institution achieve its strategic objectives.
You will have broad responsibility for all Corporate Service functions (finance, compliance, risk management, HR, IT and office administration) and be part of a small, positive, energetic and dedicated team (10 staff in total) who are passionate about recruiting institution’s mission to actively support the adoption of approaches to drug use which promote safety and human dignity

Role Summary
The General Manager Corporate Services plays a broad and critical role in the successful operation of Penington Institute.
In addition to demonstrating strong and effective leadership, the incumbent is responsible for the effective and efficient operation of a range of functional areas including finance, compliance, risk management, HR, IT and office administration. 

DUTIES 
Leadership:
• As a member of the internal Leadership Team, contribute to the development and effective delivery of the Institute’s program of work
• Provide strategic and operation leadership for all corporate services functions 
• Attend and advise at team, committee and Board meetings, as required 

Compliance & Risk Management: 
• Manage the institute’s risk management and compliance program
• Ensure compliance with all applicable regulatory, legislative and procedural obligations, including WHS obligations 
• Monitor, interpret and respond to changes to legislation, regulations and other agreements that may impact the Institute 
• Report to, and respond to requests from, the Finance, Audit and Risk Management Committee 

Planning, Analysis and Management Reporting: 
• Prepare annual budgets and cash flow forecasts for individual projects and the overall organisation
• Monitor financial performance and prepare and present monthly management reports 
• Prepare long-range forecasts to evaluate financial strength and make recommendations for the improvement and growth of the organisation 

Statutory Reporting: 
• Prepare annual statutory financial reports in accordance with applicable requirement
• Prepare other financial reports as required by funding bodies, e.g. government agencies, and regulators 
• Manage engagement with, and provision of information to, external auditors 
• Maintain asset register and oversee acquisition and disposal of significant capital items (including vehicle changeovers) in a timely and cost-effective manner General Manager Corporate Services Oct-2022 

Finance Partner: 
• Together with program managers, develop robust project budgets and ensure these are reflected in organisational budget 
• Support program managers in monitoring financial health of their projects 
• Monitor and report on project financials compared to budget and evaluate effectiveness of fee for service programs 
• Administer donation processing 

Financial/ Treasury Management: 
• Oversee the efficient and effective operation of all financial management systems, including accounts payable and receivable, banking and petty cash
• Manage, monitor and report on cash and other investments in line with Institute’s Investment Policy 
• Monitor compliance with conditions of the Service Agreement with the Victorian Department of Health and Human Services 
• Manage effective and timely procurement processes and relationships with key suppliers 

Information Technology: 
• Oversee the efficient and effective operation of all IT systems, ensuring these meet the organisation’s requirements, particularly as to security, and are properly maintained and supported
• Oversee the implementation of initiatives to mature the institute’s digital footprint 
• Monitor IT performance and requirements and identify required upgrades and maintenance *

Payroll and Human Resources: 
• Manage administration officer, bookkeeper and outsourced IT provider
• Manage all HR systems and functions, including recruitment and induction of staff, and individual performance management process 

SELECTION CRITERIA: 
Technical Competencies
• Demonstrated leadership ability, likely to be in a senior professional finance role
• Have a deep understanding of financial reporting systems and processes (statutory and management) including planning and forecasting, and the preparation and audit of financial statements 
• Experience in managing corporate services functions, or significant exposure to corporate governance, risk and compliance, HR and IT in prior roles 
• Strong verbal and written communication skills 
• High level of proficiency in Microsoft Excel and Word 
• Desirable; knowledge of tax and other legislative requirements applicable to not-for-profit entities 
• Desirable; knowledge of Quick Books Online accounting software 
• Desirable; working understanding of IT networks (supported by an independent contractor) 

Qualifications 
• CPA/CA qualified (or equivalent)
