Job Description

Role Purpose

The Facilities Manager is responsible for planning, organizing, and overseeing all maintenance, repair, and facilities management activities for common areas and common services within an Integrated Resort Scheme (IRS) estate. The role ensures that all infrastructures, buildings, utilities and equipments are maintained to the highest standards, providing a safe, efficient, and attractive environment for residents, guests, and employees.

Key Responsibilities

Facilities Management

1.     Manage the day-to-day operation and maintenance of estate facilities and common areas.

2.     Develop and implement preventive maintenance programs.

3.     Monitor Distribution utility systems including electrical, plumbing, irrigation, water supply, and wastewater systems.

Electrical Systems (Low Voltage and Medium Voltage Internal Electrical Networks) (400volts – 22,000 Volts)

1. Oversee, maintain and troubleshoot Low Voltage (LV) electrical networks, from main substations to distribution systems across the estate.

2. Read, interpret and work from electrical drawings, schematics and network layouts.

3. Demonstrate strong understanding of single-phase and threephase systems, as well as low voltage and medium voltage networks.

4. Conduct routine inspections of electrical infrastructure including transformers, switchgear and circuit breakers.

5. Diagnose electrical faults and hazards using appropriate testing and measuring equipment.

6. Coordinate with external certified contractors for installations or works that require statutory certification (as per Mauritius regulations).

7. Ensure all electrical works and activities comply with Health & Safety Regulations at Work.

 

 

 

 Mechanical & Building Services Systems

·       Oversee all mechanical and electrical plant and equipment, including:

·       Standby generators

·       Pumps and pumping stations

·       Irrigation and domestic water network.

·       Monitor equipment performance, improve reliability and reduce downtime.

·       Understand and manage the operation of standby generators as per the Valriche configuration.

Pumping, Controls & Automation

   Practical experience in VFD installation, programming and commissioning.

   Diagnose, maintain and adjust pump control panels and motor control systems.

   Strong understanding of electric motors and water pumps, Pressure switches, level sensors, float switches, Pressure and temperature transducers and the ability to design, modify or assemble control panels from available spare parts when required on-site.

Domestic Water & Wastewater Service Networks

To Operate and maintain:

   Potable Water Networks (PWT)

   Irrigation Water Networks (IR)

   Sewer / Wastewater Networks (SW)

·   Sewer Treatment Plant.

·   Repair and maintain all domestic water supply networks in and around the estate.

   Monitor pressure, flow rates and leak detection.

   Carry out or supervise repairs to leaks, bursts and pipe failures.

   Hands-on capability during emergencies, including:

   Working in manholes

   Operating gate valves

   Confined space activities (in compliance with safety procedures)

   Ensure water quality standards are maintained.

   Experience or exposure to pipework maintenance and repair (25 mm to 350 mm; HDPE, DI, metal, fusion welding, and mechanical etc)

   Prepare and implement routine preventive maintenance schedules for pumping and lifting stations.

   Perform cleaning, flushing and desludging operations when required.

Maintenance Management

·       Plan, schedule, and supervise maintenance activities.

·       Respond promptly to maintenance requests and emergency repairs.

·       Ensure maintenance works are completed within agreed timelines and quality standards.

·       Maintain maintenance records, asset registers, and service histories.

 

Spare Parts & Emergency Readiness

   Coordinate procurement planning with management to avoid prolonged downtime.

   Maintain an up-to-date inventory of critical spare parts, including items not readily available in Mauritius.

   Identify critical components required for emergency response and business continuity.

Contractor and Vendor Management

·       Manage external service providers and maintenance contractors.

·       Evaluate contractor performance and ensure compliance with contractual obligations.

·       Obtain quotations and recommend suppliers for maintenance-related services.

Health, Safety and Compliance

·       Ensure compliance with health and safety regulations and company policies.

·       Ensure all equipment certifications and statutory inspections are up to date.

·       Implement emergency preparedness and business continuity procedures.

 

Budget and Cost Control

·       Prepare and manage the facilities and maintenance budget.

·       Monitor expenditures and ensure cost-effective use of resources.

·       Control maintenance costs without compromising service quality.

Asset Management

·       Develop asset management plans and replacement schedules.

·       Monitor the condition and lifecycle of estate assets.

·       Recommend capital improvement projects and asset upgrades.

 

 

Reporting

·       Prepare monthly maintenance and facilities management reports.

·       Report on key performance indicators (KPIs), maintenance costs, asset performance, and ongoing projects.

Team Leadership

·       Supervise maintenance supervisors, technicians, electricians, plumbers, and contractors.

·       Allocate work schedules and monitor staff performance.

 

Qualifications

Minimum 5–7 years of experience in facilities or maintenance management, preferably in hospitality, property management, or IRS estates.

Degree or Diploma in Facilities Management, Mechanical Engineering, Electrical Engineering, Property Management, or a related field.

Professional certification in Facilities Management is an advantage.
