Job Description

The Head of Treasury leads and manages the full spectrum of treasury operations to ensure effective liquidity management, risk mitigation, funding, and investment strategies that support MauBank’s financial stability and growth objectives. This role is accountable for shaping long‑term treasury strategy, driving innovation, and representing the bank at the highest levels with regulators, counterparties, and industry forums.


KEY RESPONSIBILITIES:

  • Continuously monitor the bank’s liquidity position to ensure compliance with internal policies and Bank of Mauritius prudential liquidity ratios.
  • Develop and maintain liquidity forecasting models incorporating short- and long-term cash flow projections.
  • Manage interbank funding and borrowing arrangements to optimize liquidity buffers and funding costs.
  • Coordinate liquidity contingency plans and stress testing exercises to prepare for market shocks or liquidity crises.
  • Oversee management of the bank’s investment portfolio, ensuring alignment with risk appetite, regulatory limits, and expected returns.
  • Conduct thorough due diligence and analysis of investment opportunities including government securities, money market instruments, and other approved assets.
  • Implement portfolio diversification strategies and periodic rebalancing to maximize yield and minimize risk.
  • Liaise with external asset managers and custodians, monitoring their performance and compliance.
  • Identify, monitor, and manage treasury-related risks, including interest rate risk, foreign exchange risk, credit risk, and operational risk.
  • Conduct scenario analysis and stress testing on treasury portfolios to assess potential vulnerabilities.
  • Ensure compliance with all applicable regulations from the Bank of Mauritius, Financial Services Commission (FSC), and internal governance frameworks.
  • Prepare and submit timely regulatory reports related to treasury activities, such as liquidity reports, foreign exchange positions, and investment disclosures.
  • Develop and execute funding strategies, balancing cost efficiency and risk mitigation.
  • Manage day-to-day cash operations, ensuring availability of funds to meet payment obligations and operational needs.
  • Optimize cash balances across accounts and currencies while minimizing idle cash.
  • Oversee foreign exchange operations, including hedging strategies and position management.
  • Drive treasury’s contribution to MauBank’s overall financial strategy.
  • Prepare detailed treasury reports, including liquidity position, risk exposures, investment performance, and funding status for senior management and the Board.
  • Participate in management committees providing expert treasury insights and recommendations.
  • Drive continuous improvement initiatives within the treasury function, leveraging technology and best practices.
  • Lead, motivate, and develop the treasury team ensuring clear goals, accountability, and continuous professional growth.
  • Maintain effective relationships with key stakeholders including correspondent banks, regulators, auditors, and investment counterparties.
  • Negotiate terms and agreements with financial institutions and service providers.
  • Represent MauBank in industry forums and banking associations related to treasury and liquidity management.

PREREQUISITES:

  • Bachelor’s degree in Finance, Economics, Banking, Accounting, or a related discipline (Master’s degree or MBA highly preferred).
  • Professional certification such as Chartered Financial Analyst (CFA), Certified Treasury Professional (CTP), or equivalent is a strong advantage.
  • Minimum 7-10 years of progressive experience in treasury management or related banking functions.
  • At least 3 years in a senior or managerial treasury role, preferably within the Mauritian banking sector or financial institutions governed by the Bank of Mauritius.
  • Proven expertise in liquidity management, investment portfolio oversight, risk mitigation, and treasury operations.
  • In-depth knowledge of local regulatory frameworks including Bank of Mauritius prudential requirements, anti-money laundering (AML) rules, and financial compliance standards.
