Safety & Health Manager

Our client in the construction industry is looking for a Safety & Health Manager.

 

Job Purpose:

The Health & Safety Manager will lead a dedicated S&H team to oversee safety across all company operations, construction sites, and operational facilities. This role is split into two critical pillars:

1. Compliance: Ensuring strict adherence to Mauritian legislation and industry best practices.

2. Culture: Partnering cross-functionally with HR and Communications to build, embed, and champion a proactive, behavioral safety culture across the entire workforce (including local and expatriate employees).

 

Key Responsibilities:

Compliance, Operational Control & Incident Management

Policy & Strategy: Implement, and govern the company’s Health & Safety strategy, policies, and procedures, ensuring compliance with the Occupational Safety and Health Act, Construction Regulations, and all Mauritian legislation.

Site Inspections & Audits: Oversee the H&S team in conducting regular inspections, audits, and risk assessments across all construction sites, offices, plants, workshops, and worker accommodations.

Subcontractor Management: Monitor and enforce subcontractor compliance with company Health & Safety requirements and site rules.

Incident Management: Lead investigations into accidents, incidents, dangerous

occurrences, and near misses. Follow-up the prepared reports and ensure the

close-out of corrective and preventive actions.

Data & Analytics: Analyze safety performance data to identify trends, mitigate risks,and spot opportunities for operational improvement.

Workforce Standards: Ensure safe working conditions and operational compliance for all employees, collaborating with operational teams on site facilities and expatriate accommodation standards.

 

Safety Culture, Training & HR Integration

HR Partnership: Collaborate closely with the HR Development team to embed

high-quality Health & Safety content into broader company training programs.

Industrial Relations: Work in conjunction with the Workforce Relations Team on incident cases when necessary.

Inductions & Toolbox Talks: Revamp and continuously improve H&S induction

programs for new employees, expatriates, and subcontractors. Elevate the quality and delivery of daily toolbox talks and safety briefings.

Communications: Work with the Communications team to design and roll out

impactful safety awareness campaigns that resonate with a labour-intensive

workforce.

Behavioral Safety: Champion continuous improvement initiatives that shift the focus from mere compliance to a genuine, proactive safety culture at all levels of the organization.

 

Team Leadership & Reporting

Team Management: Supervise, mentor, and develop the H&S team

Management Reporting: Prepare monthly Health & Safety reports, KPIs, and

dashboards for Senior Management.

Advisory: Act as the primary advisor to the executive team regarding safety risks, compliance matters, and mitigation strategies.

 

Qualifications & Experience:

Education: Degree or Diploma in Occupational Health & Safety or a related field.

Certifications: NEBOSH or equivalent qualification is highly preferred.

Experience: Minimum 7–10 years’ experience in Health & Safety, ideally within the construction industry. Proven experience managing multi-site and labour-intensive environments.

Legal Knowledge: Strong working knowledge of Mauritian Health & Safety legislation and construction industry regulations.

 

Key Competencies

Leadership: Strong operational presence with the ability to lead a team and influence peers across HR, Comms, and Site Management.

Technical: Expert in risk assessment, audit execution, and incident investigation.

Communication: Excellent verbal and written communication skills; capable of

tailoring safety messages to both executives and on-site labourers.

Cultural Champion: Deep understanding of behavioral safety and training design.

Resilience: Ability to work under pressure and make decisive safety calls in dynamic high-risk site environments.
