Job Description

The Site Officer supports the daily operational management of residential and commercial sites within a smart city or private estate environment. Working under the supervision of the Portfolio Manager, the Site Officer ensures that all technical operations, maintenance, construction supervision and service provider performance meet the standards set by the landowners’ association and ER Property.

This role requires strong organisational skills, hands-on technical oversight, and excellent interpersonal abilities to liaise with service providers, contractors, architects, and residents.


Key Responsibilities:

  • * Conduct regular site visits with the association’s appointed architect.
  • * Ensure that building works comply with approved plans and the applicable architectural guidelines and covenants.
  • * Report non-conformities within 48 hours and follow up on rectification actions.

  • * Monitor ongoing maintenance works on site, including landscaping, lighting, and infrastructure.
  • * Address residents’ day-to-day technical complaints and ensure timely follow-up.
  • * Collaborate with the Portfolio Manager and Administrative Assistant to track issue resolution.
  • * Coordinate technical operations such as security, cleaning, waste management, and other common services.
  • * Perform scheduled inspections to identify issues proactively and ensure proper upkeep of the site.
  • * Reduce recurring technical and operational complaints through preventive actions.
  • * Assist in preparing tender documents and comparing quotations for technical services.
  • * Follow up on service contracts, performance standards and renewal timelines.
  • * Work in close coordination with the Portfolio Manager for approvals and budget tracking.
  • * Oversee the work of on-site guards, cleaning staff, and technicians.
  • * Ensure proper attendance, discipline, and task execution based on agreed schedules.
  • * Contribute to training and awareness-building sessions on safety and service standards.
  • * Request quotations and submit them for validation in a timely manner.
  • * Follow up on the issuance, processing, and closure of Purchase Orders (POs).
  • * Ensure proper documentation and tracking of expenditure for service providers.
  • * Carry out all scheduled technical site visits.
  • * Submit visit notes and photographic evidence to the administrative assistant within 48 hours.
  • * Contribute to the preparation of meeting minutes and reporting packs.
  • * Educate contractors and clients on the rules and obligations under the site’s covenants and guidelines.
  • * Monitor and report any breach or deviation for corrective action.
  • * Maintain up-to-date knowledge of the site’s rules and communicate clearly with stakeholders.    

Qualifications, Skills and Experiences:

  • * Diploma or equivalent qualification in technical building, facilities management, civil engineering, or related field.
  • * Minimum 2 years of experience in site supervision, building management, or property operations.
  • * Ability to read plans and work with architectural and technical documentation.
  • * Strong communication and coordination skills, both with teams and external stakeholders.
  • * Proficiency in Microsoft Office tools (especially Excel and Outlook).
  • * Valid driving licence and ability to travel between sites.
  • * Fluent in English and French; knowledge of Creole is an advantage for smooth communication on site.
