Job Title:                    Payroll and People Officer

Campus:                     Mauritius Branch Campus

Reporting to:             Chief People Officer

Overall Purpose:      

The Payroll & People Officer is a dual-function role responsible for managing end-to-end payroll operations while actively contributing to the full employee lifecycle and people experience initiatives. This position supports payroll accuracy and statutory compliance under Mauritian labour and tax legislation, while contributing to the organisation’s efforts to attract, develop and retain talent.

Principal Duties:

Payroll management

  • Process monthly payroll accurately and within established deadlines, including salaries, overtime, allowances, bonuses, deductions and other remuneration-related payments.
  • Prepare payroll for review and approval, maintaining a clear separation between payroll preparation and payment authorisation.
  • Process payroll for joiners, leavers and employee changes, including final salary and gratuity calculations where applicable.
  • Apply applicable employment, payroll and tax legislation in Mauritius, including the Workers’ Rights Act and Income Tax Act, when processing payroll.
  • Calculate, reconcile and remit applicable statutory deductions and contributions, including PAYE, CSG, NSF, PRGF and Training Levy.
  • Prepare and submit required monthly and annual payroll and tax returns to the Mauritius Revenue Authority (MRA).
  • Maintain accurate employee payroll records, supporting documentation and audit trails within the HRIS and payroll system.
  • Ensure payroll journal entries and reconciliations are completed accurately.
  • Maintain appropriate payroll controls, approvals and documentation to ensure accuracy and compliance.
  • Respond to employee payroll queries in a timely and professional manner.
  • Keep abreast of changes in payroll legislation and statutory requirements.

People (HR) operations

  • Provide administrative coordination across the recruitment cycle, including preparing adverts, scheduling interviews, and communicating with candidates under the direction of the hiring manager.
  • Coordinate employee onboarding and offboarding in accordance with established procedures.
  • Administer performance management processes by scheduling appraisals, maintaining documentation, and tracking agreed follow-up actions, while line managers remain responsible for managing employee performance.
  • Contribute to the preparation and updating of HR policies, procedures and the employee handbook under the guidance of the Chief People Officer.
  • Carry out assigned health and safety administrative tasks and promptly refer identified concerns to the Health & Safety Officer.
  • Maintain employee relations records, coordinate meetings and refer queries or concerns to the relevant line manager or the Chief People Officer; responsibility for managing employee relations matters remains with line management.
  • Assist with the administration of employee engagement surveys, wellbeing initiatives and culture-building activities as directed.
  • Compile routine HR data and prepare draft reports on headcount, turnover, absenteeism and training for review.
  • Respond to routine day-to-day HR queries within established procedures and refer matters requiring judgement or approval to the Chief People Officer or relevant line manager.

Statutory administration and reporting

  • Maintain up-to-date knowledge of changes in Mauritian employment and tax law, proactively advising management on any impacts.
  • Support internal and external audits as required.
  • Prepare statutory reports, including the Annual Return of Employees to the MRA and social security returns.

Other Duties:

  • The post-holder will carry out any other duties within the scope, spirit and purpose of the role, as requested by the line manager, including participation in major events such as examination invigilation and graduation ceremonies, when all professional services staff are expected to assist.
  • As duties and responsibilities change, the job description will be reviewed and amended in consultation with the post-holder.

PERSON SPECIFICATION

Job Title:        Payroll and People Officer

Selection Criteria:

Qualification and experience - Essential

  • Bachelor’s degree in Human Resources Management, Business Administration, Accounting, or a related field.
  • Minimum 4–6 years of experience in a combined payroll and HR generalist role, ideally within a medium-sized organisation.
  • Strong working knowledge of Mauritian payroll legislation, including PAYE, CSG, NSF, PRGF and the Training Levy.
  • Experience with HRIS and SICORAX payroll
  • Knowledge of The Workers’ Rights Act of Mauritius.
  • High level of accuracy and attention to detail in payroll processing.
  • Strong organisational and time management skills with the ability to meet strict deadlines.

Desirable:

  • Experience supporting ISO certification or HR audit processes.
