C-Care International, part of the healthcare cluster of CIEL Group, is a Mauritian private healthcare group that owns and operates four healthcare facilities in Mauritius, namely C-Care Darné, Wellkin, Grand-Baie and Tamarin, and two hospitals in Uganda, C-Care IHK and IMC. C-Care also owns and manages 22 primary care Clinics and 55 C-Lab collection centres in Mauritius, Uganda, and Madagascar.

 

C-Care is currently looking for a HR Data Governance & Analytics Lead to be based at C-Care Hospitals and Clinics, Mauritius.

 

| HR Data Governance & Analytics Lead

Reporting to the Head of HR – Hospitals and Clinics, the selected candidate will lead HR data governance, workforce reporting, and people analytics across the Hospitals & Clinics Cluster in Mauritius. The role is responsible for ensuring the integrity, accuracy, and consistency of HR master data, payroll-related employee information, and workforce records used for payroll processing, management reporting, budgeting, and strategic decision-making. Working closely with the Payroll Lead, the incumbent will provide independent validation of HR and payroll data, ensuring completeness and alignment prior to payroll processing and reporting. The role also serves as the Cluster focal point for HR systems, analytics, and workforce modelling, supporting compliance with Group standards and enabling data-driven decision-making aligned with C-Care Mauritius’ strategic objectives.

 

What you will be doing:


  • Own HR master data governance across the Cluster.
  • Ensure employee lifecycle transactions are accurately maintained.
  • Maintain organisational structures, reporting lines, positions, job titles and cost centres.
  • Ensure compliance with Group Job Architecture and HR data standards.
  • Perform regular data quality reviews and coordinate correction of inconsistencies.
  • Maintain HR data governance documentation and controls.
  • Produce monthly HR dashboards.
  • Validate KPI accuracy before submission.
  • Monitor workforce trends and key HR metrics.
  • Develop management reports supporting operational decision-making.
  • Identify productivity improvement opportunities through workforce analytics.
  • Improve reporting automation.
  • Conduct workforce cost modelling.
  • Run financial simulations for CBA negotiations, salary reviews, bonus cycles, new allowances, benefit changes, organisation restructuring and productivity initiatives.
  • Support annual workforce budgeting.
  • Analyse labour cost trends and workforce productivity.
  • Act as second-line reviewer of payroll-impacting HR data before payroll processing.
  • Validate employee movements, salary changes, allowances, overtime, leave balances and contractual amendments.
  • Perform reconciliation between HRIS, Time & Attendance and Payroll systems.
  • Review payroll variance reports and investigate anomalies jointly with the Payroll Lead.
  • Identify recurring payroll data issues and recommend corrective actions.
  • Support payroll audit readiness and strengthen payroll controls.
  • Act as the Cluster focal point for HR systems and analytics.
  • Coordinate implementation of Group HR dashboards.
  • Support testing of HR system enhancements.
  • Coordinate HR data cleansing activities.
  • Support implementation of Group HR systems governance.
  • Ensure compliance with Group reporting standards.
  • Coordinate reporting requests from Group HR Systems & Analytics and Group Compensation & Benefits.
  • Support internal and external HR audits.
  • Monitor compliance with HR data governance standards.
  • Maintain reporting SOPs and documentation.
  • Lead corrective actions relating to HR data findings.
  • Promote automation and continuous improvement.


What are we looking for?

 

  • Bachelor's degree in Human Resources, Business Administration, Finance, Data Analytics, Information Systems or a related discipline.
  • Professional certification in HR Analytics, HRIS, Data Analytics or Payroll would be an advantage.
  • 5–8 years of relevant experience. in analytics, HR systems, HR reporting, payroll governance or workforce planning.
  • Experience working with HRIS, payroll systems and business intelligence tools.
  • Experience in multi-site or matrix organisations preferred.
  • Experience supporting budgeting, salary reviews or cost analysis would be an advantage.
  • Strong knowledge of HR master data governance and HRIS administration.
  • Expertise in analytics, KPI reporting and dashboard development.
  • Knowledge of payroll controls, reconciliations and data validation.
  • Understanding of labour cost analysis, workforce planning and productivity measurement.
  • Experience in financial modelling and scenario simulations (e.g. salary reviews, CBA negotiations and organisational changes).
  • Advanced Excel and data analysis skills; Power BI or equivalent reporting tools desirable.
  • Knowledge of audit principles, reporting governance and process improvement.
